
Judge Moreno is a Paraguayan lawyer, professor, and researcher with over 20 years of experience in academia, international public service, and legal practice. He brings a wealth of experience in the Inter-American System. Prior to his current service on the Court, he previously served as Legal Officer in the Department of International Law at the General Secretariat of the Organization of American States for over six years. In that role, he provided advice to the Organization’s political bodies on various issues related to international law and human rights, including support to the Committee on Juridical and Political Affairs of the OAS Permanent Council in the drafting process of the inter-American conventions against racism and all forms of discrimination and intolerance.
