Joseph Klingler

“Joseph Klingler is a partner in the International Litigation & Arbitration department at Foley Hoag, where he represents sovereign States and State-owned entities in high-stakes public international law and international arbitration disputes across Latin America, Europe, East and South Asia, Africa, and the Middle East. He has argued before the International Court of Justice and inter-State and investor-State tribunals, including the International Centre for the Settlement of Investment Disputes (ICSID) and the Permanent Court of Arbitration (PCA), with extensive experience spanning mining, energy, shipping, banking, and waste management. 

Joseph is co-author, with Richard Gardiner, of the forthcoming 3rd edition of Treaty Interpretation, published by Oxford University Press — the world’s leading treatise on the subject. He has published extensively on matters of international law, including through the Harvard International Law Journal and the American Society of International Law, and lectures on treaty interpretation at the Graduate Institute of International and Development Studies in Geneva and other universities around the world.

Joseph’s representative matters include advising the Philippines in its landmark UNCLOS arbitration against China, in which the Tribunal rejected China’s claim to “historic rights” in the South China Sea; counseling Armenia in multiple proceedings before the ICJ; and representing Qatar in proceedings before the ICJ and the Council of the International Civil Aviation Organization.
