Helen Mulvein

Helen Mulvein OBE has been a legal adviser at the UK’s Foreign, Commonwealth & Development Office since 2000, following several years as a barrister in private practice. She has advised a wide range of FCDO policy departments, and was posted to Baghdad in 2004 as Legal Adviser to the UK Special Representative for Iraq, and to Strasbourg 2006-09 as UK Deputy Permanent Representative to the Council of Europe. From 2014-17 she was Legal Counsellor at the UK Mission to the United Nations in New York, providing legal advice to the Mission on all legal issues arising in UN work and policy advice on international justice matters. She is currently the Legal Counsellor / Deputy Director heading the FCDO’s Ocean and Overseas Territories legal team and responsible for the FCDO Ocean Policy Unit.
