Joanne Foakes is a barrister and the author of “The Position of Heads of State and Senior Officials in International Law’ (published in the Oxford International Law Library series) and a contributor to ‘Satow’s Diplomatic Practice’ and the ‘Max Planck Encyclopedia of International Law’. Joanne was previously an Associate Fellow, International Law, Chatham House, and former Legal Counsellor at the (then) Foreign and Commonwealth Office.
